Katrina damaged roughly half a million housing units in Louisiana, and eastern St. Tammany got surge from the lake and the Rigolets, not just wind. Louisiana’s health department said after Ida exactly what it said after Katrina: clean up mold only after every pathway for moisture into the structure is closed.
